Okay, so to get the outfit you can either join the join the club by following this link  :

then log in and follow the link to the Harajuku website.

If that doesn't work, follow one of these links to a proxy server :
http://goproxing.com
OR
http://slygeek.com
Type stardoll.com into the search box and click Ok.
Now copy and paste this link into the URL box at the top :

http://www.stardoll.com/en/do/campaign/harajukufall.php?officialSite=true

Then leave the proxy server.
